The Department of pedagogy of preschool and primary education and the Department of pedagogy existed as an independent units of the University until 2013.
The Department of pedagogy functionates since the foundation of Lutsk pedagogical Institute and by that time united the teachers of pedagogy and psychology. In the postwar period, after the resumption of work of the Institute, the Department was headed by Y. Nikolko and O. Tatenko. In 1952, during the reorganization of teacher's pedagogical Institute, associate Professor M. Dmitriev was elected as a head of the Department.
In 1979 by order of the Minister of education of Ukraine, the Department was divided into two: the Department of pedagogy and the Department of psychology. For a long time S. Lipner, O. Kochkina, V. Nechiporuk, A. Shportenko, V. Strubicky, A. Nisimchyuk, G. Balakhnichova, G. Crimskaya, V. Kovalenko, K. Nisimchyuc worked at the Department.
Since 1993, the Department of pedagogy functioned as a division of the Volyn state University named after Lesya Ukrainka (now the pedagogical Institute of Eastern European National University named after Lesya Ukrainka), which provides educational work with students of all specialties, faculties and institutes. For a long time it was headed by the Doctor of pedagogy, Professor, a corresponding member of the Academy of pedagogical Sciences of Ukraine A. Nisimchyuk.
In April 2009 the Department of pedagogy was renamed as the Department of pedagogy of higher school.
The history of the Department of pedagogy and teaching methods of primary education begins with the foundation of the Department of training primary school teachers in Lutsk pedagogical Institute in 1959. At that time the Department was headed by PhD, associate Professor A. Mudrik, then - by PhD, associate Professor N. Skorup.
Until 1988 the Department was headed by PhD, associate Professor L. Olefirenko. The activity of the Department was focused on the training of future primary school teachers. In the early 90-ies the Department, which has been headed by the PhD, associate Professor F. Starko at that time, was divided into two structural unites – the Department of pedagogy and teaching methods of elementary education and the Department of natural and mathematical Sciences of elementary education. The Department of pedagogy and methodology of elementary education (afterward the name was changed into "Department of pedagogy and psychology of preschool and primary education") was headed by the candidate of pedagogical Sciences, associate Professor M. Semenyuk. The candidate of pedagogical Sciences, associate Professor of F. Starko C. has been continued to head the Department of natural and mathematical Sciences of primary education.
In 1995, the Department of pedagogy and psychology of preschool and primary education had 49 members. In turn, it was divided into the Department of preschool pedagogy and the Department of theory and teaching methods of primary education. In 1997, the Department of preschool pedagogy has received the status of graduating, that allowed to train and graduate for specialists according specialty " Pre-school education " with additional specialization "Foreign (English) language". Besides, the teachers of the Department carried out the teaching of pedagogical subjects for another specialties of the pedagogical faculty. From September 2000 until August 2003, the Department was headed by PhD, associate Professor T. Lagutina, from September 2003 untill August 2007 - PhD, associate Professor V. Sergeeva.

Since the beginning of the 2007-2008 academic year the Department of pre-school pedagogy and the Department of theory and teaching мethods of primary education have been reorganized into the Department of pedagogy of preschool and primary education, which was headed by doctor of pedagogical Sciences, Professor I. Smolyuk.
In 2013 the Department of pedagogy due to merger of two Departments ( pedagogy of pre-school and primary education and of higher education) has got the status of graduating department, which greatly expanded the scope and content of its activities. The doctor of pedagogical Sciences, Professor I. Smolyuk was elected as a head of the Department.
